Peres pointed the finger of blame at Hamas’s exiled political supremo, Khaled Meshaal, calling him a "war criminal" and saying "he will decide for all of us" how and when the situation would be resolved.

The armed wing of governing Palestinian movement Hamas, whose exiled political supremo is based in Syria, was one of three militant groups which claimed an attack on Sunday in which Shalit was kidnapped.

"We have never made a distinction between the terrorist leaders of Hamas and those who carry out their orders. No terrorist is immune," Ben-Eliezer said.
