In tandem with the missile attack, it is five days now that Iraqi Government prevents entry of food, fuel to camp and bars discharge of sewage
The Security Council should act immediately to punish perpetrators of missile attack, provide security of Camp Liberty residents, and lift its blockade
In a situation where the ruthless missile attack on Camp Liberty on October 29 martyred 24 members of People’s Mojahedin Organization of Iran (PMOI/MEK) and destroyed large sections of the camp and at a time when the 24th martyr lost his life last night in the hospital, the Governmental Committee tasked to suppress Camp Liberty residents that receives its orders from Iran, for the fifth consecutive day, barred entry of food, fuel and other basic needs of the residents into the camp on this Tuesday, November 3, 2015.
Thus, not only Government of Iraq has not taken any steps to provide for the immediate needs of the camp after large sections of the camp where hit by destroyed by missiles on October 29, but the Governmental Committee tasked to suppress Camp Liberty residents headed by Faleh Fayyad has even intensified the antihuman siege of the camp in tandem with this missile barrage. Moreover, since October 29, Iraqi forces are obstructing sewage tankers hired by residents to enter the camp and empty the black water tanks inside Liberty. This has caused the black water tanks to overflow which will contaminate camp’s environment and lead to outbreak of infectious diseases that will threaten camp’s residents that have already suffered a vicious attack.
All the hampering and antihuman pressures by the suppression committee have been reported on a daily basis in detail to UNAMI, UNHCR and the U.S. Embassy. Regrettably, no effective measures have been taken to stop these criminal measures.
This antihuman treatment is being implemented despite the fact that in recent days the U.S. Secretary of State, the EU High Representative, the UN Secretary-General and the High Commissioner for Refugees, the leaders of the U.S. Congress, Amnesty International and other human rights agencies, and hundreds of lawmakers from all over the world have strongly condemned the ruthless crime of October 29 and have demanded for the perpetrators to be identified and brought to justice and urged safety and security of Camp Liberty residents to be secured.
Preventing entry of food, fuel and rudimentary needs of residents and barring sewage tankers from discharging black water tanks, especially in circumstances that the missile attack has destroyed large sections of the camp and its infrastructures and residents living means, is flagrant violation of the Memorandum of Understanding (MoU) signed between the United Nations and Government of Iraq on 25 December 2011, as well as transgression against many international covenants and a criminal act whose perpetrators must face justice and punishment.
UNAMI that is tasked with the implementation of the MoU and its supervision should promptly report this criminal attack and antihuman blockade to the United Nations Security Council and call on this agency to adopt effective measures to punish the perpetrators and safeguard the safety and security of Camp Liberty.
The repeated and written commitments of the international community to the wellbeing and security of residents places the onus on the U.S. government, the European Union, and the United Nations to act immediately to end this antihuman blockade on Camp Liberty and remove camp’s file and management from the hands of Iranian regime’s agents in Iraq as an imperative step toward the provision of security and wellbeing to the PMOI members in Camp Liberty
